Governor Carney's Modification and Coordinating DOE Guidance

Below you will find the modifications made in the Governor's most recent State of Emergency Declaration, and the DOE Guidance that these modifications fall under.  Click on the hyperlink after the modification and the document that pops up will have the areas that correlate to this modification highlighted.

 

  1. Official school transcripts suspended until 90 days after end of State Emergency.
  2. Student Attendance days/hours suspended – defined in remote learning plans of each district.
  3. Teacher school year suspended – defined in remote learning plan of each district.
  4. Requirements for content readiness exam and Performance Assessment suspended until 6 months after end of state of emergency: Click here for the associated Ed Prep Guidance.
  5. Mentoring requirements suspended for 2019-2020: DPAS II Guidance & Comprehensive Induction Guidance
  6. Licensure requirements suspended for 2019-2020; Novices will advance to the next year on their initial license; Novices in year 4 can obtain continuing license if they fulfilled the requirements and had no more than one unsatisfactory annual evaluation: DPAS II Guidance

  7. Those needing to complete 90 clock hours in 2019-2020 will have an additional 6 months from the end of the state of emergency.
  8. Certified mail requirement for certain documents suspended.
  9. Praxis/content area requirements suspended until 6 months after the end of the state of emergency: Ed Prep Guidance
  10. For those in the ARTC program, 2019-2020 shall not count as one of the first two years of teaching: Ed Prep Guidance
  11.  DPAS II Summative evaluation requirement is suspended for the 2019-2020 school year; Educators will continue into 2020-2021 with the current cycle; Can use 2019-2020 evidence toward overall rating in 2020-2021; Novices will advance to the next year on their initial license; Novices in year 4 can obtain continuing license if they fulfilled the requirements and had no more than one unsatisfactory annual evaluation: DPAS II Guidance
  12. Administrator DPAS II requirements.
  13. Mentor and Lead Mentor shall be eligible for base salary supplement even if they did not complete all mentoring components: Comprehensive Induction Guidance
  14. State Test suspended for 2019-2020.
  15. Student Success Planning deadline moved to August 15 2020.
  16. 4-hour bus driver training requirement suspended and extended to 90 days after the end of the state of emergency. May include remote training. Districts must verify participation and send materials used to DOE. 
  17. School bus contractor and LEA payments for Emergency days suspended.
